Can't Fix Can't import local backup

I am trying to import local backup created in another phone (phone 1). However, I don't see an option for importing backup from local storage in the new one (phone 2). Both phones have v5.6 of the app. Below is what

I see when I got to settings (three vertical dots), (screenshot for both attached)
Phone 1 (Nexus 6P): Setting->Data->Restore->{User Local Backup, Google Drive Backup}


Phone 2 (Pixel 3): Setting->Data->Restore->{Google Drive Backup} - doesn't have User Local Backup option

I enabled Google Drive back up on both but that doesn't seem to work either.

Is it a bug? Or restore from local backup is being phased out? Is there another way to move all profiles from one phone to other?
