AutoLocation Autolocation geofences aren't working.

Hi, I have looked all over the internet for an answer and I can't find anyone who has the same problem. Maybe it's something simple like a setting I'm missing somewhere, but anyway, the geofnwcses aren't triggering when I'm inside them.
I'll attach photos that show I'm clearly inside my home geofence, my location is on high accuracy but Autolocation still says I'm outside. Any ideas? Phone is moto g4 plus, rooted on stock ROM.

I forgot to mention I have a persistent notification that says "network location is off" but location is on high accuracy mode.

Not that I know of. I'm going to try a factory reset to see if it fixes it.
