Open When opening msgs in Chrome, I see new msgs briefly, then it resets to an old state

Galaxy S8 (Android Messages as my default messenger.)
Windows 8.1 with Chrome 67.0.3396.87 (Official Build) (64-bit)

All notifications are working great on my desktop but when I receive one I will click it, and the conversation will show an old one.
Sometimes I will open the SMS/Phone tab and I will see everything that's brand new for a split second, then it all jumps back to a certain point which was days ago showing old messages for every conversation.

Every once in a while everything will sync for a day then that day will be the new point the SMS/Phone tab shows. Hope that makes sense.

Sending messages has been fine, and they do show up on my phone with no issues.

Are there settings I should check on my Galaxy / Chrome?
