Chrome Extension vs Win 10 UWP

Is UWP feature is same as Chrome extension?
I would like to know because I want to use UWP to save battery for my laptop. I checked the battery app usage, the system is reporting Chrome using 50% of the battery. It is due to extension and stuff. I don't really use Chrome that much but I hate to leave it open for Join app to be running. Even minimize to the background still consume the battery. I hope UWP have the same feature as Chrome extension, then I am willing to pay for it and use it.
