There is a problem! If i pick us-USA everything looks fine, but when i try to pick romanian (ro-rou) I hear something like: September (in romanian), current minutes, PM.

 

Disable the part where AM/PM info is being added. I suppose there should be something else in rou for PM/AM.
Try to edit it and see if it is working.

 

Actually, google ro-rou TTS doesn't says the time it says the month that corresponds to the current time, so when I tested it was 9 o'clock and instead of 9 o'clock it took 9 as the 9th month (exactly September), if it is 2 o'clock it will say that it's February, etc.

 

What I think in your case, input format is very important.
I am not sure what format is required for time in rou locale.

 

I used Variable Split for %Hour with "." as splitter, than if %Hour1 > 12|%Hour1 = 12 => Variable %Hour11 to %Hour1-12 and after that variable set %Hour to %Hour11:%Hour2 and it works ). All I had to do was to add a simple ":" between the variables %Hour1 and %Hour2.
