AutoTools ERROR 1185377229 Can't change settings on this device

I get the following error
ERROR 1185377229 Can't change settings on this device. You cannot keep your settings in he secure settings
- I am on Samsung Note 4
- I am trying to turn Assistant Menu on/off
- On WinMerge I get
assistant_menu=0
assistant_menu=1
- I did grant permission using ADB
- Normally it is Toggle button
- I did try all Input Type
- The only Type with no error was: Type: Toggle, Value: 0, but it did not change anything
- I get the same error trying to turn Accessibility Magnifier on/off

yes it is, and I get the same error for these:
- accessibility_magnifier
- FmMagnifier
- assistant_menu

and did try all string options with all
